I once found $100 (five twenties) in the parking lot outside a restaurant. No one was around. I went inside and explained to the cashier that I'd found some money outside, and if anyone said they'd lost any to give me a call and tell me what they'd lost, and I'd return it to them. I never received a call, so I kept it with a clear conscience.

Lesser sums I usually just pocket, unless there's reason to believe I can identify the person whom it belonged to.

It seems to me that if an owner cannot be identified for something, then it had ceased to have an owner and some new party can acquire it as rightfully as they might something that never had a prior owner.

But there may be serious questions of which parties are candidates to become new owners. I've perhaps three more polls to include in this series.
